The Lower East Side Neighborhoods Association (LENA) was founded in 1955 by a group of social agencies, civic organizations, churches, and individuals on New York City's Lower East Side. The Association worked to combat juvenile delinquency and, later, to improve housing, recreation, and health facilities in the neighborhood. Included are board and committee records, financial records, and correspondence of the executive director.

Historical Note

The Lower Eastside Neighborhoods Association (LENA) was founded in 1955 by a group of individuals, social agencies, civic organizations, and churches on New York City's Lower East Side. The founders of LENA hoped to counteract the growing problem of juvenile delinquency and gangs in the community. By 1960, gang activity was in decline, but crimes related to drug trafficking and narcotics addiction were increasing. LENA responded by providing educational programs for youths and parents, establishing drug information centers, and starting a halfway house for addicts. Other youth services provided by LENA included recreational programs and facilities, lobbying campaigns for youth employment legislation, efforts to reduce truancy, and the establishment of residences for juvenile delinquents. After LENA received its first grant from Mobilization for Youth in 1962, and when anti-poverty funds became available after the passage of the Economic Opportunity Act of 1964, the Association was able to increase the size and scope of its operations. Emphasis shifted from youth activities to improving the general quality of life in the neighborhood.

The structure of LENA consisted of: a board of directors, which determined policy; an executive committee; an executive director, who was responsible for carrying out LENA policies and directing the staff; neighborhood councils, which were formed and staffed by LENA in different geographic areas of the Lower East Side; and divisions or committees, which included Education, Housing, Youth, Older Adults, Health, and Community Arts. The function of the divisions was to study, evaluate, plan, recommend, and take action in their particular area of responsibility. The founders of LENA believed that the Lower Eastside could be more effectively and efficiently improved if the community was united in support of specific goals and programs. The primary purpose of LENA, therefore, was to serve as a coordinating and planning agency for all other social organizations in the neighborhood. LENA, however, also provided some direct aid to individuals by providing information and referral services related to housing, welfare, and employment problems.

LENA served as a prototype for neighborhood organizations in New York City and other large urban areas throughout the country. The reasons for the decline and dissolution of LENA are not explicitly stated in the documents, but in the late 1960s, references are made to a financial crisis resulting from declining contributions by area residents, supporting organizations, and anti poverty programs. The reasons for the withdrawal of financial support are not specified, but internal weaknesses which are referred to in the documents appear to be partly responsible.


Collection Scope and Content Note

The Lower Eastside Neighborhoods Association records include correspondence to and from the board of directors, minutes of board meetings, correspondence and minutes of the board's executive committee, and correspondence of the executive director. Divisions, projects, and committees represented in the files include bylaws, civil rights, editorial, education, finance, health, housing, narcotics, neighborhood councils, nominations, older adults, Project Rescue, recreation, the War on Poverty, and youth. Also included are financial records, personnel files, and "case reports" (reports on people for whom LENA had provided aid or referral services, usually related to housing and welfare problems). There are also some records of two affiliated organizations: the Good Neighbors Council and the Northeast Neighborhood Association.

The records date from 1959 to 1973, with most of the collection dating from the last half of the 1960s. The largest portions of the records are the board of directors minutes, monthly budgets, files related to health, and personnel files. Youth problems appear to have been the major concern of LENA in the early 1960s, but by the late 1960s community health, education, and housing predominated.

The collection contains scarcely any material from the first five years after LENA's founding in 1955. The Henry Street Settlement records and the Helen Hall papers, both held by the Social Welfare History Archives, provide some information about the founding and early years of LENA. The latest document in the collection is a copy of a letter from the New York City Council Against Poverty, dated June 11, 1973, informing the board chairman that LENA would no longer receive funds.

Series 1. Board of Directors 1960-1972 
Note Series 1 includes: bylaws of the Lower East Side Neighborhoods Association; minutes from 1964 to 1972, including minutes of board meetings, announcements of meetings, rosters of board members, and some correspondence between the board and the executive director. It also contains folders on annual meetings dating from 1964 to 1967; "Mulling Sessions" from 1963 to 1971, which include progress reports on work done by LENA committees and discussions of problems and goals; and correspondence dating from 1965 to 1972. In addition, Series 1 includes files on the executive committee, which acted as a "clearing house" and decision-making group for the board of directors. The executive committee material consists primarily of minutes of meetings and rosters of committee members. Finally, this series also contains LENA reports and proposals dating from 1960 to 1972. Most reports and proposals were compiled by the chairman and co-chairman of the board and by the executive director. They provide a general outline of LENA's history, accomplishments, problems, and goals.

Budget Files 1963-1973 
Note The Budget files reflect the Lower East Side Neighborhoods Association's reliance on funds from Mobilization for Youth, the New York City Youth Board, local organizations, and individual contributions. After anti-poverty funds became available in the mid 1960s, most of LENA's funding came from federal sources. Most of the budget material consists of copies of budgets and financial reports submitted to the Human Resources Administration of New York City, which distributed federal funds through its Community Development Agency. The budgets are arranged chronologically.
