Acquisition Information:

The CWLA records were given to the Social Welfare History Archives in 1966. Additional gifts of records were received between 1966 and 1982, in 1986 to 1987, and in 1993.

Access Restrictions:

Most of the records are open for use in Social Welfare History Archives reading room. Certain administrative records and project files as well as materials relating to mergers and the Council on Accreditation are closed until 2010 and 2020. In addition, agency surveys dating from 1970 to 1979 are closed until 2010 and surveys dating from 1980 to 1989 are closed until 2020. Restricted materials are identified in the folder list. Permission to use restricted materials must be obtained from an official of the CWLA. Please consult the Archives for additional information regarding access restrictions.

Processing Information:

The CWLA records were arranged and described in three distinct group as new materials were acquired by the archives between 1966 and 1993. The initial gift of records was arranged and described in 1983 as collection SW55. The shipments received between 1986 and 1993 were arranged and described in 1995 as collection SW55.1. An additional set of microfilm minutes and conference proceedings was designated as collection SWF2. Formerly, the records were described in three separate finding aids, making it necessary for patrons to consult multiple documents in order to obtain complete information on the CWLA records. As part of a project to mount finding aids online, the archives has merged the information about the CWLA records into one comprehensive finding aid.

Microfilm EditionPortions of the Child Welfare League of America records held by the CWLA were filmed for the Social Welfare History Archives in 1966. (Subsequently, some of the original documents were given to the Archives.) The five microfilm reels contain minutes of the League's board, executive committee, and annual meeting dating from 1914 to 1955. Minutes of the Committee on Functions and Programs (1953-1955), a series of special newsletters (1933-1934), and a series of special bulletins (1937-1950) are also available on microfilm. The records of two related organizations that merged with the League were also microfilmed. These are: minutes and correspondence of the National Association of Day Nurseries (1938-1943), including minutes of the Bryson Day Nursery (1931-1940), and minutes of the National Children's Home and Welfare Association (1914-1935). There are no restrictions on access or use of microfilmed records.

Historical Note

The Child Welfare League of America (CWLA) grew out of child welfare advocates' demands for better communication and regulation among agencies and institutions serving children. Its development over more than a decade reflected the gradual professionalization of social work in the early twentieth century and paralleled a period of growing emphasis on the issues of dependent children, child protection, and related problems. During the 1909 White House Conference on the Care of Dependent Children, delegates cited the need for a national child welfare agency. At the 1915 National Conference of Charities and Corrections, Christian Carl Carstens delivered a paper on the need for standards in child welfare work. In response, delegates from fourteen child welfare organizations founded the Bureau for the Exchange of Information among Child Helping Agencies (BEI). Initially, the BEI operated with funding from the Child-Helping Department of the Russell Sage Foundation. It became an independent agency in 1917.

In December, 1919, attendees at an annual child welfare conference decided to establish a national organization and to seek funding for the project. In 1920, the Commonwealth Fund agreed to provide at least $25,000 per year for four years. The BEI accepted the grant and the mission to establish a national child welfare organization to improve children's services and distribute literature. The Bureau's members adopted the first article of a proposed constitution in 1920, calling the new organization the Child Welfare League of America (CWLA). Carstens was appointed executive director in 1920, a post he held until his death in 1939. The CWLA officially began operations in January, 1921. Organizational details were completed at that year's National Conference of Social Work. Sixty five organizations, representing a wide range of principles and practices, became charter members. Ida Curry of the State Charities Aid Association of New York was elected the first president.

In 1923, CWLA adopted a statement of purpose and formalized the services it would provide. These included: studying child welfare in order to develop better standards and methods; providing information and assistance to social welfare agencies and non-social service groups; and promoting community planning for children's work. The organization took a position on the long-standing debate over institutionalizing and "placing out" of dependent children. Standards promulgated by the CWLA stressed temporary rather than permanent institutional care for dependent children and the preservation of the family. At the same time, the CWLA recognized the continuing need for children's institutions in the total child care system. In order to improve the institutional system, it conducted surveys of child care facilities and developed standards and guidelines. In 1924, CWLA established a children's case work department and, by the end of the decade, it was conducting regional conferences for workers in the field and holding training institutes for executives and experienced staff workers.

Following Carstens' death in 1939, CWLA went through a period of self-evaluation. It established a Special Committee on Reorganization to study its mission in light of emerging government programs. The committee also studied whether the League should disband. In 1940, CWLA affirmed its commitment to national work in all areas of child welfare and stressed the importance of maintaining a major non-governmental agency. The reorganization committee proposed continuing the league's information exchange, as well as its accrediting and consulting services. It also recommended: establishing a personnel placement bureau, preparing materials for social work training in child welfare, setting standards, promoting child welfare legislation and advising agencies on legislation, and advocating for child welfare issues. Howard W. Hopkirk succeeded Carstens as executive director and served until 1948. Continuity in leadership remained a hallmark of the League. Hopkirk's successor, Joseph Reid, was executive director from 1953 until 1978. Major reevaluation of League activities accompanied administrative transitions in 1939 to 1940 and in 1953 to 1955 as the CWLA reshaped its program to meet members' needs and changes in child welfare programs.

CWLA operated on an increasingly national level throughout the 1930s and subsequent decades. The league developed ties with governmental agencies, such as the United States Children's Bureau, and added new program areas, including adoption, minority children, and day care. During World War II, it assumed the work and concerns of the National Association of Day Nurseries in promoting day care for children of working mothers. Work in this field continued to grow after the war, often in concert with the Children's Bureau and with organized labor. A Ford Foundation grant in 1959 underwrote an important nationwide study of day care. A CWLA study of adoption culminated in a conference in 1955. In the late 1950s, the League worked with member agencies to find adoptive homes for Native American children. In the mid-1960s, it developed a clearing house that subsequently became the Adoption Resource Exchange of North America (ARENA). It continued to promote foster care and emphasize the need to avoid placement in an institution, particularly of young children. Research became an increasingly vital part of the League's total program, as indicated by the creation of a separate research department in 1963.

The institution of Aid to Families with Dependent Children and other federal welfare programs during the 1960s and 1970s resulted in an enlarged research, program development, and advocacy role for CWLA. A committee studied needed improvements in public child care agencies. The League also took particular interest in Aid to Dependent Children, investigating a 1960 incident involving Louisiana's administration of the program and later joining in an amicus curiae brief in a U.S. Supreme Court case. The CWLA also played an important role in the development of child protective services and in federal legislation aimed at child abuse and neglect. .

During the early 1970s, the CWLA and the Family Service Association of America investigated the possibility of a merger, but, ultimately, decided against the plan. In 1976, CWLA merged with the Florence Crittenton Association of America, a federation of maternity homes and services for unmarried parents. From this merger, the Florence Crittenton Division of the Child Welfare League of America was formed. The League was also instrumental in founding the Council on Accreditation for Services for Families and Children (COA) between 1973 and 1976. The COA, which operated briefly as a joint body of CWLA and the Family Service Association of America, became an independent entity in 1977. CWLA continues to produce standards and other resources, conduct research, facilitate information sharing, and influence public policy and legislation in virtually all areas of child and family welfare, juvenile justice, and children's behavioral health

Collection Scope and Content Note

The Child Welfare League of America records include minutes, memoranda, reports, correspondence, newsletters, conference programs, publications, drafts, and professional standards. The records also include five microfilm reels of minutes from the board of directors, executive committee, annual meeting, and standing committees, as well as newsletters and bulletins.

The CWLA records are a rich resource for the study of adoption, foster care, day care, child protection, single parents, minority children, homemaker services, child welfare legislation, and the administration of child welfare services and agencies. The records reflect CWLA programs relating to these topics as well as broader issues and trends in child welfare, both in the field of social work and nationally. In particular, CWLA was influential in promoting temporary institutional care, foster care, and family preservation. The organization was also an important influence in the adoption and day care fields and in pushing for better operation of children's institutions. The records also relate to the operation of the CWLA, its member services and accreditation process, and its relations with other social service organizations. In addition, portions of the records chronicle the formation of the Council on Accreditation of Services for Families and Children in the mid 1970s. Another portion of the records documents the merger of the CWLA and the Florence Crittenton Association of America to form the Florence Crittenton Division of the Child Welfare League of America. Finally, the CWLA records contain microfilm minutes that document the National Association of Day Nurseries (1938-1943) and the National Children's Home and Welfare Association (1914-1935).

Many of the records dated prior to the 1960s are reports and other summary documents on various projects and activities of the CWLA and other child welfare organizations. There is relatively little correspondence and other "working file" materials from the pre-1960 period. These records, along with the minutes of the CWLA board and committees, are the principal source for studying the early history of the League.

Note Series 1, Administration, contains records relating to the Child Welfare League of America as a whole, including histories, materials on foundations and fund-raising, board minutes, staff records, materials relating to the Advisory Council of Executives, speeches, and financial records. Of particular interest may be a 150-page typescript history of the League from its inception to1977, which was written by staff member, Emily Gardner (Box 93, folder 5).

Series 1.1 Historical Material  
Note Series 1.1, Historical Material, contains documents reflecting the general course of the Child Welfare League of America's development, including its incorporation, its reorganization efforts in 1939 to 1940, and its general program development from 1927 to 1970. A 1936 fund raising compendium portrays the League at that date, while departmental profiles provide a similar overview for 1964. The historical records also contain materials from CWLA executive directors. These include: correspondence, articles, speeches, and a memorial (1929-1939) for Christian Carl Carstens; correspondence, speeches, and other documents (1952-1986) from Joseph H. Reid; and speeches and miscellaneous items (1979-1980) from Edwin F. Watson.

Note Series 1.4, Committees, comprises minutes, reports, publications, press releases, and related records from a number of CWLA ad hoc committees. In particular, the records document the Committee on Functions and Program from 1953 to 1955. The committee, which was chaired by Katharine Lenroot, undertook a comprehensive analysis of the League's activities, including service programs, regional conferences, membership, international affairs, and agency relationships. Records for this committee include minutes, subcommittee reports, and a survey of League members. Draft reports leading to Today and Tomorrow (1955), a summary of committee findings, are also included. Series 1.4 also documents the Committee on the Relation of Family and Child Welfare Agencies, the Committee on the Training Program for Institutional Personnel, and the Ad Hoc Committee on Race in Child Welfare.
Additional committee records, particularly those of standing committees, are located in other CWLA records series. Standing committee records are sometimes filed under the corresponding program area or activity in Series 2, Program Areas.

Note Records in Series 1.7 relate to merger discussions between the CWLA and the Family Service Association of America, the Jewish Family and Children's Agency, and the Florence Crittenton Association of America. During the early 1970s, the CWLA and the Family Service Association of America investigated the possibility of a merger, but, ultimately, decided against the plan. In 1976, CWLA merged with the Florence Crittenton Association of America, a federation of maternity homes and services for unmarried parents. From this merger, the Florence Crittenton Division of the Child Welfare League of America was formed.

Note Series 2, Program Areas, contains working and reference files relating to various areas of CWLA operations. In particular, the files document adoption, foster care, and day care services. Other topics include, institutional care, services for unmarried parents, service delivery systems, child protection, services to minorities, public policy efforts, and research projects. The records also include standards for adoption, foster care, day care and other areas of child welfare service that were developed and distributed by the League.
 
Series 2.1 Standards 1926-1988 
Note Series 2.1, Standards, documents the development of specific sets of professional standards and the definition of basic concepts in the field of child welfare. Standards were intended to set ideals of performance and to codify the prevailing concepts, values, and practice methods in child welfare services. Copies of all published CWLA standards are included. The following topics are represented: institutional care, group homes, foster care, adoption, day care, homemaker services, protective services, services to unmarried parents, home-based services to children, and agency administration and accountability. The records also include information on defining and licensing child welfare, state and federal standards licensing legislation, and a 1956 study of workloads in child care services. The work of the CWLA Standards Development Committee and the process for establishing and revising standards are also documented.
The development of standards for child caring agencies was a priority of the CWLA program. Systematic standards development occurred most prominently between 1955 and 1958, under the auspices of the Standards Project. The project was directed by Zitha R. Turitz and funded by the Ittleson Foundation. After foundation funding was exhausted, the League established an ongoing Department of Standards Development, which was headed by Zitha Turitz until 1969 and, subsequently, directed by Gloria T. Chevers.

Note Series 2.2, Adoption, contains articles, reports, studies, standards, and print materials on adoption and adoption-related projects. Among the projects represented are the Indian Adoption Project, headed by Arnold Lyslo; the development of the Adoption Resource Exchange of North America (ARENA), a coordinated referral service; a survey of agency practices regarding adoption during the 1950s; and the work of the Adoption Task Force (1985-1996). Series 2.3 Foster Care 1933-1998 
Note  CWLA stressed family preservation in cases involving dependent children. The League's dedication to this goal and long-standing opposition to permanently institutionalizing children made foster care an important component of its program. Series 2.3 documents CWLA's work in the foster care field. Topics include: foster care standards and licensing; foster parents and foster parent organizations; foster care placement; board rates, payment policies, and other cost issues surrounding foster care; foster care conferences, projects, and organizations; and outcomes of foster placement.
In particular, Series 2.3 contains records on two foster care projects conducted by CWLA. The first project, directed by Henry S. Maas, surveyed foster care conditions in nine locales between 1956 and 1959. (A 1939 study of conditions in New Haven, Connecticut that is included in the files appears to have been acquired in order to compare findings with this research project.) The second project, conducted between 1966 and 1969 under the direction of Helen D. Stone, focused more on promoting communication regarding technical and practical issues in the field. Also notable is a 1973 study of Aid to Families with Dependent Children, which was conducted by Winford S. Oliphant and Zelma J. Felten.

Note CWLA's interest in day care intensified after its absorption of the National Association of Day Nurseries in 1942. Series 2.4, Day Care, includes minutes, reports, publications, standards, articles, and related records documenting issues, policies, and organizations in the field of day care. Topics include day care as part of national defense services (1940-1957) and commercial investment in the day care field during the 1960s and 1970s. The records also document the influential Day Care Project (1955-1964), directed by Florence Ruderman. The project assessed the day care needs of seven communities. Series 2.4 also contains an incomplete set of minutes for the CWLA Day Care Committee; records relating to a variety of day care projects, associations, and committees; and material on surveys of day care facilities in the United States that were conducted from 1938 to 1968.

Note The CWLA program featured child welfare research beginning in the earliest days of the League. However, it was not until the 1956 appointment of Martin Wollins as Director of Research that League research was coordinated in a single program and a research committee was appointed. Earlier research typically focused on recurring topics, such as salary levels and board rates. The League also issued miscellaneous small questionnaires regarding particular items of member agency practice. After the initiation of a formal research program, projects tended more toward complex, controlled scientific inquiry.
Series 2.5 contains study proposals, publications, and documents relating to specific research projects. Research subjects include institutional care, costs for different types of child welfare services, agency personnel issues, program evaluations, service delivery systems, and family-based services. The series also includes Martin Wolins' correspondence dating from 1969 to 1975 and research committee records. The records also include the text of a voluminous Manual for Cost Analysis in Social Agencies (1966) and an attached compilation of supporting materials.

Note Series 2.7, Public Policy, includes reports, correspondence, publications, testimony, memoranda, and legal briefs. The materials document a range of actual and proposed child welfare policies and laws on a variety of issues, including: Aid to Dependent Children, Title XX, national health insurance, homelessness, HIV/AIDS, and juvenile justice. The series also includes records relating to the Center for Governmental Affairs.
CWLA's concerns for child welfare extended to active involvement in promoting and developing child welfare policy. Series 2.7 includes records relating to the CWLA policy and resolutions committees and to several ad hoc committees that examined the policies of private agencies and the public welfare establishment. (The League published formal statements interpreting public-private relationships in 1958 and 1970.) In addition, the records of the CWLA public affairs consultant reflect a close monitoring of legislative issues affecting child welfare. Although the materials date from 1925, more substantial documentation is available beginning in the mid-1960s, during Jean Rubin's tenure (1966-1973) as head of public policy efforts. The records follow the transfer of policy activities to Washington, D.C. and the directorships of William G. Lunsford (1973-1974) and William L. Pierce (1974-1980).

Series 3. Florence Crittenton Division of the Child Welfare League of America 1961-1987 
Note Series 3, Florence Crittenton Division, contains records relating to services for single parents, in particular single mothers, after the Florence Crittenton Association of America merged with CWLA in 1976. The Florence Crittenton Association of America (known until 1960 as the Florence Crittenton Homes Association) was organized in 1950 as an autonomous federation of Crittenton Homes. Florence Crittenton homes were maternity homes established in cities throughout the U.S. and Canada to provide residential care for unmarried mothers and their children and to undertake preventive and protective work for girls and women. The Association provided coordination, program planning, and support for member houses and oversaw the transition from residential homes to counseling agencies during the 1960s and 1970s.
Series 3 consists primarily of the minutes, correspondence, and related documents of the numerous committees involved in the Florence Crittenton Division of the Child Welfare League of America. These include the: Advisory Committee, Executive Roundtable/Florence Crittenton Division Roundtable, and the Florence Crittenton Committee of the CWLA Board. The records also document a proposed merger between CWLA, the Florence Crittenton Association of America, and the Family Service Association of America. (Ultimately, FSAA opted not to merge with CWLA.) Another significant portion of Series 3 relates to Division programs and consists primarily subject folders on a range of social issues.
A small portion of the Crittenton Division files relates to grant applications that were submitted to the National Florence Crittenton Mission. The series also contains records documenting the status of various Crittenton Homes and home profiles that were maintained by the Division. In addition, the series contains records on the centennial of the founding of the National Florence Crittenton Mission, which was held in 1983. Finally, the series includes CWLA publications related to the Crittenton Division, including the CWLA/Crittenton Reporter .

League-sponsored conferences provided an opportunity for professional consultation, both with League officials and with other practitioners in the field of child welfare. Several types of annual and biennial conferences are documented in the files: regional meetings, sessions at the National Conference of Social Work, and gatherings of child welfare executives. In particular, the records document a series of regional conferences on school-age parents that were held during the mid 1970s.

Note Series 4.6, Publications and Publicity, contains pamphlets, press releases, newspaper clippings, photographs, reports, policies, forms, published case records, bibliographies, mailing lists, catalogs and publication lists, fact sheets, and newsletters distributed by CWLA. The series also includes publications by other organizations in the child welfare field and architectural plans for children's institutions.
Series 4.6 also reflects the League's public relations activities, including promotion of its publications series and its periodic awards for outstanding contributions to the field. Two publications projects that are documented in the files are a set of League day care information packets and the deliberations of the League's Practice and Recording Committee. The packets were collations of selected resources on various aspects of the day care field. The Practice and Recording Committee selected and circulated the League's voluminous Case Record Exhibit, an extensive series of exemplary case records illustrating practical problems in child welfare. The Exhibit itself is available, with some gaps, in the Social Welfare History Archives Pamphlet Collection, SWP01. The records also include a small number of photographs.

Note Series 4.7, Surveys, contains surveys of CWLA member agencies in the U.S. and Canada, including: private and public child welfare agencies, treatment homes, child welfare associations and organizations, shelters, family service agencies, adoption services, foundations and community chests, orphanages and institutions, youth centers, maternity homes, and day care centers. Periodic surveys of agencies (both members and new applicants) served to monitor child welfare practices as well as to provide an opportunity for consultation on a variety of administrative problems. A large portion of the series consists of alphabetically arranged files relating to member agency surveys. Many of the surveys were conducted between the 1960s and 1980s. A smaller portion of the surveys took place from the 1910s to the 1950s. Particularly interesting is a 1960 to 1961 polling of member agencies on the advisability of congregate care for infants. The agency surveys also include studies of a small number of Florence Crittenton maternity homes.
Surveys conducted between 1970 and 1979 are restricted until 2010 and those conducted between 1980 and 1989 are restricted until 2020. Undated surveys marked with an asterix may also be closed. Contact the archives for further information about access restrictions.
