Series 1. History and Policy, 1915-1972
([3 linear feet. Boxes 1-8]) Note The History and Policy series contains records of the origins and
development of the United Way of Minneapolis as well as the war chests that
operated during the two world wars. Included are corporate documents such as
the articles of incorporation and the constitution, histories of the council by
the council, and studies done about this and other councils. The series is divided into three subseries: History, which deals
with historical documents and histories of the council; Studies, containing
analyses of the operation of the council; and Operations, which contains some
records of the management of the Citizen's Aid Building, in which council
activities were housed.

1.1 History
( [Boxes 1-5]) Note The History subseries extends from the formation of the Central
Council of Social Agencies through the creation of the United Fund in 1960 and
its first decade of operation. The early material documents the Committee on
Benevolent Associations' work with agency executives in starting a central
planning council. Included are minutes of the earliest board meetings, copies
of the constitution and articles of incorporation, and selected correspondence.
Among the leaders of the early movement were Otto W. Davis of the Committee on
Benevolent Associations (and the first executive secretary of the Council), and
Frank J. Bruno of the Associated Charities. The "history" files are arranged
roughly in chronological order.

Series 2. Board and Committee Minutes, 1918-1976
([17.5 linear feet. Boxes 9-50]) Note This series provides a complete set of official records of the
formal decision-making process, as embodied in the various boards, councils,
divisions, committees, subcommittees, and panels. The bulk of the minutes are
arranged in four sequences. In most cases, action on a particular matter involved
consideration by many different policy bodies. The Community Chest and Council
maintained a comprehensive index to the minutes of all meetings, 1918-1967, in
an effort to keep track of its actions. This index--including a separate index
for the Central Planning and Research Department--is contained in boxes
9-11. A card file comprising a cumulative list of board members of the
Community Chest and Council and its member agencies, ca. 1917-1967, is
contained in oversize boxes 23-25. It includes a card for each individual and
lists the agencies and dates of service on each board. It should be noted that this series contains primarily minutes or
official records of proceedings. The records of the Budget and Distribution
Committee and of the Central Planning/Health and Welfare Council also include
many reports and documents who consideration is reflected in the minutes. In
many cases, however, the substantial reports and correspondence and memoranda
concerning them are contained in the Alphabetical Files series (boxes 51-180),
filed either under the name of the committee or the specific subject or project
name.

2.2 Minutes of the Council of Social Agencies,
1919-1967 Note The minutes of the Council of Social Agencies and its board and
executive committee are arranged chronologically by year in boxes 12-19. This
set provides fairly complete coverage for the period 1918-41. After that time,
the emergence of the Central Planning and Research Committee, which evolved to
become the Community Health and Welfare Planning Council, produced an
increasingly independent organizational structure whose minutes were filed
separately (see description of boxes 37-50).

Series 3. Alphabetical Files, 1919-1966
([54 linear feet. Boxes 51-180]) Note The Alphabetical Files series contains what are in many ways the
most substantive records from the general files of the United Way. The files
contain studies and reports, agency/organization records, administrative files,
and subject/reference files. The folders are arranged alphabetically, and
titles can be subject headings, committee names, study names, author names, and
the like. Files on studies conducted by the Community Chest and Council
usually contain some of the working papers and drafts of the study committee.
Studies by other authors usually contain only the final reports. (Individually
authored reports, of which there are many in this series, can be either a
Council-sponsored or outside-sponsored study, which will determine how much
material is in the folder.) Files on organizations (usually non-member organizations; files on
members appear in the Agencies series) contain the correspondence between the
Council and the organization, as well as the Council's reference files on the
organization, e.g., descriptive pamphlets and newsletters from the
organization. Administrative files, e.g. pertaining to the board and committees
of the Council, range from correspondence between members about Council
happenings to the working papers of a committee on a special project. Subject/reference files contain the records that the Council kept
on many different topics and groups. The papers are often published material
about the subject/group in question, and no doubt kept the professional staff
up to date. Finding a particular subject or study can be difficult because a
particular study, for example, might be filed under its name, its author's
name, or its subject's name. Researchers should have several "key words" in
mind before attempting to use the finding aids to this series.
