Papers of Lloyd L. Smith, Jr., Professor, University of Minnesota. His academic area was fisheries education and research. Smith was involved in research on the effect of water quality on fish populations in Minnesota, notably Rainy Lake and Lake of the Woods. Smith was active in professional organizations such as the American Fisheries Society, the Great Lakes Fishery Commission and the National Academy of Sciences. He also served on governmental and quasi-governmental agencies such as the Environmental Protection Agency and the Ohio River Valley Water Sanitation Commission.

Biographical note:

Lloyd Lyman Smith, Jr. was born in Los Angeles, CA, in 1909. He attended the University of Minnesota and received his doctorate from the University of Michigan. He worked as a biologist for the U.S. Bureau of Fisheries and the U.S. Forest Service. While working for the Minnesota Department of Conservation, he was offered an appointment at the University of Minnesota in 1946 to teach the first course in fisheries management.

Research on the effect of water quality on fish populations was the focus of much of Smith's work. For 20 years he studied fish populations of Upper and Lower Red Lake in Minnesota. He also worked on the fisheries of Lake of the Woods and Rainy Lake. Data on the effect of wood fibers and other pollutants from paper mills on fish populations in the field and laboratory comprise much of the research data in this collection. Smith was involved in studies of the effect of the Sea Lamprey on commercial and sport fishing on Lake Superior.

Smith was an active participant in many professional organizations that are represented in his papers. He was a member of the American Fisheries Society, serving as president in 1967-68 and was influential in shaping the editorial policies of the Transactions of the American Fisheries Society. He served on advisory committees for the U.S. Environmental Protection Agency, Great Lakes Fishery Commission, Ohio River Sanitation Commission, and the National Academy of Sciences.

As he neared retirement, the University of Minnesota invited Smith to serve as acting director of the newly established Sea Grant Research Program in 1977. He directed the first round of research grants and was named director of the program in 1977.

Smith died on June 17, 1978. His wife, Beatrice, and two daughters survive him.

Collection Scope and Content Note

The Smith papers are dominated by research data collected for various grants supported projects on the effects of water chemistry on fish and effects on fish populations from commercial and sport fishing. Although research done on Lake of the Woods and Rainy Lake appears to be comprehensive, Smith's 20 year research project on the Upper and Lower Red Lakes of Minnesota was not received and is only alluded to in his correspondence. According to Smith's colleague, Prof. Ira Adelman, files and fish scale samples are stored in Hodson Hall. The research files will be transferred to University Archives when current use is completed (ca.2004). The fish scales will be offered to the Minnesota Department of Natural Resources.

Activities in professional organization and commissions form the second largest component of the collection. Material preserved in this collection reflects his impact on the fishery profession in the United States.

Biographical/History note In 1967, the Interim Commission on the Lake of the Woods-Rainy Lake Area was established by Minnesota legislation. The two year project was established under the auspices of the University of Minnesota and the Minnesota Dept. of Conservation for the purpose to study the fishery and economic issues of the two lakes. Project directors were Jarle Leirfallom, J. Kimball Whitney, and Sherwood Berg. Jerome Stam and Eugene Heyerdahl directed the fisheries component of the study with Smith's advice and with his students as assistants. As the lakes lie on the Canadian border, Canada contributed information to the study.
